              Because the boat has so little stability, significant improvements are now proposed to finally get better.  
              According to information from the U.A.K., when the boat is fully outfitted, and with the already ordered radio equipment and rangefinder and the ordered ammunition has been handed in, stability will be even worse than it is now.  It is impossible for the boat to go to sea in this condition.  
              Propose and urgently request removal of:  
      1.)  Radio equipment and rangefinder as already ordered.   Further  
      2.)  Tube transmitter.    
      3.)  Underwater Telegraph converter.  
      4.)  Hatches in the splitter deck. [presumably the wooden over deck]  
      5.)  N.U.S. lock. [don't know what this is]  
      6.)  Upper net cutter.    
      7.)  Diver hoses (Headquarters does not know at which buoyancy condition the locks are really effective) and all remaining boarding hatches.  
      8.)  Cooling system.  For this over deck ammunition moved below.

1.)  
The unfortunate delay in the front readiness of "U-140" can be attributed to two factors, first due to poor stability which forced extensive removals, and second due to poor construction workmanship.  The pressure hull was only sealed after long periods at the shipyard.  There should be no doubt that these shortcomings could have been avoided if construction had been carried out more carefully.  It is beyond my judgment whether the construction yard alone or the construction supervision should be held responsible for this.  After a change has occurred in the latter and, as far as I know by the U.J. energetically influencing the management of the Germania shipyard, it is hoped that the next U-Kreuzer of the building yard will not have the same technical defects.

The training was scaled down to the lowest possible level, which was only possible because the Kommandant and all officers have long experience with U-boats. If this were not the case, an extension of the diving and shooting training could not be avoided.

    3.00 AM NWbyW 5-6, Sea 5, freshening to strength 7, Sea 6 Reduced speed.  Sea 2 strich from starboard.  It shows that stability is very poor.  The boat does not roll, instead lies over 35° and first rights itself again after a long time, if turning into the seas.  [1 strich = 11.25°]  
     
 
           
      The fact that the boat remains lying on its side is largely due to the fact that the water masses that fall over the deck remain in the structure and cannot drain away quickly enough.  It is estimated that about 50-70 tons of water remain on the immersed side.  
              For improvement, 20 tons of negative buoyancy are flooded.  In better weather, the upper deck ammunition must be brought below deck. The battery overflowed a bit.  
              The boat's condition is extremely unpleasant for bad weather.

              The first part of the voyage route, in addition to information on observed steamer routes, follows the American instructions for 1916/17 (Weather Chart).  First, an attempt will be made to meet the steamers of the northern route on the Great Circle. Then a central position is to be taken off the American ports to look for traffic.

        Test dive.  It turned out that the negative buoyancy tank leaks and during submerged cruise admits water without control.  When blowing the negative buoyancy tanks compressed air also gets into the ballast tanks.  Therefore the negative buoyancy tank is abandoned as such and from now on operated solely as a regulating tank.  The boat steered better.  During recent dives, the ballast tanks were always blown with leaks and depth control was bad.

        which runs at 14 knots. Own speed amounts to 14.2 knots.  Since we must turn away to shoot [with both cannons], the distance increases.  Temporarily ceased fire to be able to close.  The steamer shot until about range 12000 meters, the closest shell bursts about 50 meters from the boat.  Operned fire again at 11000 meters,  This range can be held if only the forward cannon fires.  Before the onset of darkness turned away once again to bring both cannons to bear.  For this the range was too great and fire was ceased.  The attack was broken off because the speed advantage was too slight, because I will probably lose the steamer in the dark until the moon has risen, because I cannot catch up and under these circumstances I do not want to go back to east at AK in the end only to have used a lot of fuel.  It has to be saved because more than a third of the inventory has already been used up and I have just reached the limit of my operations area.

    11.40 AM   Steamer sent Radio Message that he had surrendered.  Ceased fire [the U-boat].  Boats were launched.  After a few minutes he sends the Radio Message again, a few more shots were fired.  Went to the boats and determined the it was the

        with 5600 tons coal from Norfolk to South America.  Put a warning shot in front of the bow of the last steamers that came in sight, one of which saw the shooting and apparently stopped, the other was still approaching. Both steamers signal each other and then head for land.  For a while there was still shooting, then I had to turn away because I came into too shallow water. According to the chart, they must have sat on the beach.  Specifics could not be determined because the visibility became even less and the steamers were no longer recognizable in the haze at 12000 meters.

        Then he makes "who is which me attacks, give your name please:"  Answered: "Stop and send a boat"  The Radio Message speaking of a destroyer who is standing nearby and wants to come to the aid is intercepted.  The fire was ceased temporarily in order to better get to a more favorable distance.  When it should start again, the announced destroyer comes in sight (REID - K1) [USS REID DD 21], the attack must be given up and I must dive.  From the strip of oil that the boat trails, the destroyer easily finds it and covers it with bombs.  Altogether 16 depth charges fell in the general vicinity.  Because already the first bombs were well-placed went to depth 75 meters.  After a short time there followed here a greater water intake at the center hatch between the bolted on hatch and the hatch rim.  The leak cannot be tightened from within.  Additionally other leaks occur.  After the regulating tank was completely empty and the bilges were not allowed to be pumped because the destroyer was still above us, the situation became problematic due to the penetrating water. The boat can only be held by blowing the ballast tanks.  In total about 40-45 tons of water were in the boat.  With the loose water in the boat and the blown tanks depth control was difficult.  In order to reduce the pressure of the penetrating water, we go back to 40 meters.

      When proceeding at depth 15 meters the leaks hold reasonably tight; still greater depths must be avoided.  The bunkers are pumped such that only the best are filled, but the oil streak can still be traced to the horizon.  The ballast tanks also gave a lot of oil each time they are flooded and blown out due to the many, sometimes unnecessary penetrations through them.  A large loss must be expected.  A clue will only emerge if another bunker becomes in the next few days and can be pumped over.  
              The condition of the boat no longer allows operations close to the coast.  The boat cannot tolerate a systematic pursuit.  Nantucket lightship must be given up and the area will be relocated to the east , where only a few patrols can be expected.

                                                       After pumping over fuel oil it turns out that in addition to the previous loss, a new loss of 24.5 cbm must be included.  After 45 sea days the total loss now stands at 35 cbm, which was caused by leakage, which is only due to poor shipbuilding of the bunkers and supplemental bunkers by the German Werft.  The loss amounts to 17% of consumption.  Since the leakage was small in the first period, the boat has now lost around 1 cbm daily in the operations area.  A lot of which you can see by the size of the oil trace that the boat draws behind.  Certainly, however, even more and larger losses have to be expected as there are still leaking bunkers over which there is no control and which have not yet been pumped over.  
              There is only enough oil left to cruise 1-2 days on the way to Nantucket Lightship. Then the return transit must be started.

1.) By installing a stronger compressed air motor as on "U-139", extention and retraction of the rangefinder is accelerated to such an extent that it is not a hindrance to diving.
   
2.) Investigation of the forward ammunition hoist by the U.J. is requested of B.d.U. upon submission of the special report.
   
3.) Changes in the stowage of the ready ammunition as already done on "U-139" and planned for the following will be made during the current lay period.
   
4.) Detonators have been handed over to the ammunition depot for investigation. Results are still being reported.
   
5.) Holders for stowing the empty shell cases and cartridge containers will be produced by the shipyard according to the details of the command.

2.) The conception of the patrol is approved. The outward and return transits were chosen so that lively traffic to the east and west, including several convoys, was spotted.  The traffic found on the American coast was also very profitable.  That the result nevertheless fell short of expectations, can be attributed to the fact that the patrol had to be terminated prematurely due to the high loss of fuel oil - almost 18% - and working near the coast was only possible a few days due to oil and water leaks.  These shortcomings must be attributed to the poor construction by the Germaniawerft.  Eliminating them requires a disproportionately long repair time after the short patrol.

3.) It is not clear why the 11 July sighted, probably very valuable transport convoy was not reported by Radio Message and contact held. The possibility that the seas and swell were favorable for an attack at the convoy's location the following day was there, and it could have been a success of its own
 
     
     
 
     

   
 
  or that of submarines in the blockade area.
   
4.) The extraordinary importance of the U-Kreuzer Radio Message is most clearly evidenced by the course of the encounter with the most valuable of all enemy convoys on 15 July . The Kommandanten procedure is justified only in view of the completely inadequate condition of the Radio Message installation of "U-140".
   
5.) The torpedo misses are explained. 3 are due to under-shots due to the swell and 1 to turning of the target at the moment of the shot, magnetic ignition could not be used.
   
6.) The oil transfer to "U-117" at sea with difficult Sea State deserves recognition.  The procedure used is simple and practical, so it is advisable to follow up.
   
7.) Surfaced stability with fully outfitted condition urgently needs improvement. The necessary preparations have been arranged.

2) The comments of the U.-Kreuzer Verbandes are agreed to.  As a result of the oil losses and pressure hull leakage, the boat was only able to fire less than 1/3 of its torpedo inventory and barely more than half of its cannon ammunition. The Germania shipyard needs a clear indication that the U-boat war has experienced considerable [illegible word - damage?] due to its poor construction.
3) As a result of the numerous faults that first occur in ocean swells, it is inadvisable to send boats on their first voyage across the Atlantic Ocean.  Even if the chances of success on the high seas in a given time are less than over there in the protection of the coast, the prospects of success are more than likely to be balanced by longer endurance in the operations area and by the possibility of remaining on post despite minor glitches that would force return transit from the other side of the ocean.  The future must show whether the swell of the open sea often makes it impossible to use weapons. M.S. Boats still successfully carry out submerged attacks in the open ocean in wind and Sea State 8.
