There is no objection to the escort of merchant vessels, of whatever flag, in neutral territorial waters, by neutral warships. |

The escort of neutral merchant vessels by warships of their own neutrality is similarly permissible. |

The escort of neutral merchant vessels by warships of another neutral power outside territorial waters is not to be recognized. |

Observations of this kind are to be reported without delay. Armed force, however, is not to be applied. |
